Public Notice | Request for Proposals | Program Evaluation – Diversionary Employment

The Mayor’s Office of Employment Development (MOED) is seeking responses to a Request for Proposals for a research team to conduct an evaluation of the agency’s Diversionary Employment program providing supported employment services to justice-involved individuals with substance use disorder. The selected organization will conduct comprehensive research on the methods and outcomes of the program and produce a final written report.

The RFP was released on July 15, 2024 and can be viewed on MOED’s website (www.moed.baltimorecity.gov).  All correspondence, including a request to receive the RFP directly, should be directed to moedrfp@baltimorecity.gov. Questions regarding this RFP must be submitted by August 12, 2024; responses will be posted on MOED’s website by August 16, 2024. All proposals must be received electronically by September 6, 2024. 

The Diversionary Employment program is fully funded by a grant from the United States Department of Justice Bureau of Justice Assistance’s Comprehensive Opioid, Stimulant, and Substance Use Program.
